I can so relate. I have a two year old just like that and that is why I've vowed never to take my kids to Niagra Falls or the Grand Canyon until they are past the "break free and run" stage. We have a harness that we have used on our kids. I've gotten the typical "how cruel" comments, but it works for us and the kids actually like it. :)
