Here's an idea:

Try selecting the top half of the image after you add the starbursts and use ctrl+T to flip it upside down. Set the anchor point to the bottom handle. Then change the blending mode to make it look like a reflection. Of course, you can also do this to just the starburst layer :)

Hope this helps. I really like the one you did though. The smooth gradient to reflection and nonexistent reflection is lovely :)
