This photo is suffering from a few things. First and foremost, it seems to have quite a bit of artifacting, most likely from the method you've used to resize. Secondly, it looks like you used an on-camera flash and that it gave you quite harsh lighting in the foreground.

Lastly, the background is quite distracting and unfortunately not out of focus enough to help support the subject of your photo. A wider aperture and more distance between your subject and background can help with that.

I think the background is nicely out of focus but I find it a bit too distracting for the shot. My eye is more drawn to the dark, busy stripes than it is to the subject...her face.
