That's not steam. It's high volume, high velocity water coming through the turbine to create electricity. Notice the pipes going up the hill behind the building? Those are carrying water dowm to the turbine from a higher source.

I suspect an attempt at Stopped Motion, here. Actually I like the way this turned out with all the motion trails. The clear, sharp ocean surface makes a great background for these energetic seagulls.
