I think that because the people are in foreground and in focus these are the main subjects. The out of focus windmill blends into the background. Therefore, I don't believe this meets the challenge exception.

Nice enough image though

Why did you enter such a small thumbnail?
As it goes it looks asthough its a simple 'record' shot of a rail truck with no attempt to give us anything else, no artistry, no atmosphere, no story. It isn't going to win any ribbons.

Well, yes its an obsolete tricycle, but there is little other than that in the image. It doesn't tell me about the kids playing with the new toys, doesn't give me anything axcept the tricycle. Its a very bland image if thats not too rude.

Oh with that location there's so much more you could have done with this image. It begs for a low sun to get the reflections of the wet sand, and if you went closer you could have all those wet boulders as a superb foreground. You had a fantastic opportunity here, but sadly failed to take best advantage of it. Shame.
