I have trouble with skies, too. I hear that it helps to do layers, except I haven't figured that out, eyt. Meanwhile - I like the angle you have here. Did you try adding a bunch of contrast after converting to b/w? I just tried it and I think it looks pretty good in b/w. The sky just is colorless and contourless - I don't think the b/w is going to make it worse.

I like the way you stand in the middle of the street for this. I'm assuming there was no traffic? Great shot with lots to look at - especially the cop who seems to be looking right at you.
