The angle of the head doesn't work for me. Maybe if the nose were not cut off it would help, but there is something about where the head joins the neck that looks strange.

To me, a portrait includes controlling the lighting and setting, and I should be able to see the subject's face. The fire hydrant could work, but wait until the sun is not so harsh. The fence doesn't add anything, and I can't see the dog's face. When I look at this shot, the first thing I see is the hydrant, then the shadow, then the dog.

Might be a bit too bright, but he's too cute for anything less than a 7 from me! (And to anyone reading this after the challenge, I really gave it a 7 because of the detail present and it is a portrait--and the fact that I think the dog is cute probably bumped it up from a 6.)
