I don't know if the white spots on the river are too exaggerated or not, because I've never see that much snow, but I do love the far shore and the brooding sky. The Jefferson Memorial is perfect.

IMO, this is a nicely composed shot, but it needs to be larger. The rules allow you to submit a photo that is 640 pixels on it's largest side -- yours is 444 pixels max.

Also, I think it could stand a tweak in contrast and brightness. I don't know if you have access to Photoshop, but working with curves is simple and effective. I don't know if they have curves in Photoshop Elements, but if you don't have curves, try an adjustment in brightness (a little darker) and contrast (a little more).
