I voted this a 4. It's a photo that fits the challenge very well, but a cityscape like this would of benefitted from a better crop , city should be the line that cuts the photo in half. It's too high up and blackness is everywhere. Try this again with a new perspective and a higher ISO setting. The exposure is good though.
