Yeah, first glance at this photo and my mind screams Dutch. Your title only confirms that.
It is so common, or in fact not anymore, to plant trees like these along the outer canals of the polders. Characteristically Dutch if you ask me.
The overal mood: A bit underexposed/darkish. But nice composition and flow into the background.
