I'd like to offer a serious critique, but can't get past the simple fact that I just don't like this. It doesn't appear to be a "missed focus" so much as something setup for this odd effect.

I might have actually enjoyed this had the water been silky and soft, but I find this exposure to be overly contrasty and quite busy and distracting, with no actual point of interest.

I know this is really WAY off the wall - but I seriously would have preferred to see the red latex balloons instead of the metallicky ones. I like the image overall, I really do, but my eyes keep going right to those balloons. Ah well...not taking away from the score for that.
