A very powerful photo, I gave it a 10. To me it looks like you might have lost just a bit of sharpness when you resized it but this does not take away from the photo much if any.

Well to start with not that appealing of a subject, still that can still make a good photo.
In this case the technical quality of the photo is not all that it could be. I am not sure B/W was a good choice as it makes the mouse blend in with the rug a bit. Also looking at this photo give me the feeling of a photo that has faded.

If you look at this as a photo of a bald eagle it is only a so so photo. There also seems to be something wrong with having a captive eagle as a symbol of strength. If this had been an eagle in the wild it would have had a whole lot more impact.
