Border works and enhances.
I am not sure I like the use of color though, and that over-contrasted blotch in the lower right hand side of the clouds is a bit distracting.

My only suggestion would be to brighten things up a little, the lighting situation is a little dull. Even if you just brightened it up in PS, I think it would help. |

I would have cropped this picture to get rid of the round shadow on the bottom of the photo, its throwing me off a little

The horizon is a bit angled - could be straightened better
