Not too hard really.
I just take it into PS and draw a circle selection around the iris of the eye, then use the polygonal lasso tool to deselect the eyelids.
Then I create a new layer, set the blend mode to color and use the circular gradient tool to apply a rainbow of color within the circle.
I then adjust the layer until everything looks right.. This image also has a white overlay.
