I agree with the suggestions to try shooting from another perspective, either lying on the ground or up on a ladder/box/car.
When I shoot into a bright sky (with auto-exposure), I usually take my light reading from the brightest spot, then re-frame. I've found that in most cases I can bring out detail in underexposed areas, but once the area is blown out to white (or a large flat-toned area) there's nothing you can do, except maybe use it as a base to create a composited image.

I KNOW I've seen that sign! (Fortunately, never up that close.)

When I was in elementary school the father of one of my classmates had an Amphi-Car -- a small semi-roadster convertible which was watertight below and had a couple of propellers under the read bumper. You could drive it into (calm) water and use it as a motorboat. Would sure be handy here!

Actually a cool self-contained weather station (possibly developed with technology from our own Martian explorations)...I think I'd have moved a little to the right so its arm didn't cross any of the light-poles.

That looks like a nice place to live, if a bit cold. Is it for sale?

Wires are usually a pain but work to good effect here to form a subtle tent-like frame leading the eye to the top of the sign.
