I am assuming from your title that you are speaking of the young man in front, if so a shallow depth of field to isolate him should have been used and somehow those extra folks coaxed out of the way. IMO the image lacks visual impact and doesn't carry the message as well as it could. It seems over and under exposed in the same image...

It looks like the image was taken mid-day. Waiting until the light was lower and warmer, or waiting on a cloud to pass over might have taken some of the hard contrast out of the image.
