I like big clouds and lots of sky. But the texture of the clouds seems lost. I have been trying to capture texture and get the terrain. Split ND filter?

This is some thing to study. What causes the tones? Like just off shore. And why this pov? Did the coast over there to the left get less interesting? What is this building? Storage? Where would this photo be used?
