The composition would have been stronger if the light green item just behind the top petal weren't there. This would be more clearly on-topic if there was a clear depiction of rain (not just moisture) in the image.

If rain drops were clearly visible I would have given this a higher score. I'd like this image better if there was a clear subject; as it is my attention is divided between the silhouette of the woman, the portion of the garden which is in sharp focus, and the flowers, bird feeder and trellis, which seem to be the most interesting thing in the image.

The large leaf in the foreground seems to be obstructing the small portion of the image which is in focus. A composition which better indicated the intended subject of the image would have improved this shot dramatically. Personally, I prefer the drops clinging to the coniferous tree over those on the leaves in the foreground.

I think that this would have been much more impressive in color. B&W tends to emphasize the textures, and there aren't many present in this image.

The incidental water drops are the only indication of rain in this picture, so it's relation to the challenge topic is a bit of a stretch. The USM halos and sharpening artifacts are distracting; I like the photograph, but the processing is a bit much.

As presented here, this looks like a snapshot. With a little editing (burn the sky, make it look dark enough that it's not obvious that this was a very sunny day) it could be a decent entry. The lines clearly visible in the pavement below the puddle steal attention from the reflection.
