A fair amount of technical issues that could be addressed, but that is probably beside the point for this image. Does it meet the challenge? Not really. Is it interesting? Yes.
The silhouettes work really well. That pink/blue stuff is almost nauseating, but stops you long enough to wonder if you should like the image. I'm not sure which way to go...

It took me a bit to realize she's kind of leaning into me. The hair is distracting, even though I appreciate it's the subject, really. A boost of contrast may have helped some.

Small image, why not resize to 640. Nice long exposure effects but it is not obvious on first inspection, the eye is not quickly drawn to it and much of the image area is unoccuppied. A tighter crop on the moving traffic (and not obscured by trees) would have been more effective. Apart from the tilted crop/camera angle, there is nothing in the subject or scene this is itself tilted.

I like the idea. Maybe a slightly longer expsure would help add to the feeling of dizziness, almost like blurred vision.

You know, this subject is really cute.
If it was off-center just a bit, or more closely cropped, or maybe turned slightly to one side,
it would show off nicely. As it is, the rug gets equal treatment
and the rug ('scuse me) isn't quite so pretty.
