In order to get the appearance of a sunset I first worked on the original image applying very heavy use of "shadow/highlight" to bring up the details of the boat.
Then I found an image of a sunset on the Interned (Google Images search) and copied it to another layer. By making that layer partly transparent (lower opacity) I could move and scale the sunset layer to make it line up with the horizon. The reflection on the water is from the sunset image. I then masked a bit of that layer on the foreground side of the boat to make it look like a shadow. That's about it except for some brightness/contrast tweaking.
