I am on buying a new lense for my D60 the kit18-55 lens kinda tired me and dissapointed me by the poor quality. Probably it is going to be used and i am in these 2 option right now:
1)nikon 18-70mm f/3.5-4.5 ---->100euro (about 120$)
2)tamron 17-50mm f/2.8 ---->200euro (about 240$)

what you suggest? any other lens i should keep in mind?

How much are you willing on spending? I doubt you'd be able to get a lense for $100 - $200 that is much a better than the kit lense that you already have.
