proportion and scale are two different things.
proportion is:
A part considered in relation to the whole.
A relationship between things or parts of things with respect to comparative magnitude, quantity, or degree: the proper proportion between oil and vinegar in the dressing.
A relationship between quantities such that if one varies then another varies in a manner dependent on the first: “We do not always find visible happiness in proportion to visible virtue” (Samuel Johnson).
Agreeable or harmonious relation of parts within a whole; balance or symmetry

scale is :
A system of ordered marks at fixed intervals used as a reference standard in measurement: a ruler with scales in inches and centimeters.
An instrument or device bearing such marks.
A standard of measurement or judgment; a criterion.

used in determining the dimensional relationship of a representation to that which it represents: a world map with a scale of 1:4,560,000.
A calibrated line, as on a map or an architectural plan,
a house that seemed out of scale with its surroundings.
A progressive classification, as of size, amount, importance, or rank: judging divers' performances on a scale of 1 to 10.
A relative level or degree: entertained on a lavish scale.

In my school dictionary Proportion = Part of a total amount
Proportion = Relation in size number ect compared with something else
Proportion = The Proportion of girls to boys in a class
Propotion = A Large proportion of income is taxed

I would say that a photo that seemed out of scale with its surroundings would show "lack of proportion". I.e it would not seem in proportion to it's surroundings. My 2 cents.

Why didn't you include the rest of the dictionary.com definitions? Self-serving?
*Dimensions; size. Often used in the plural.
*Mathematics. A statement of equality between two ratios. Four quantities, a, b, c, d, are said to be in proportion if a/b = c/d.

You copied the exact definitions for everything that fit your intent. Sorry if my doing the actual work hampers that.

The challenge definition states show proportion or the lack thereof
I don't know how to make the word lack in bold but it is important

and some have sent in "portion" shots with no reference to in or out of proportion

So are we tryig to say that something that is "in scale but out of proportion" is ok or that something that is "In proportion but out of scale" is ok. Or is "Out of proportion & out of scale" ok??

exactly. challenge was sorta difficult. dosnt matter though it was fun and alot of people took good pics!

indeed i think proportion was a tuff one to decipher. maybe on challenges on a word with possibly many meenings we could do a dictionary.com on it.

that in bold is what i was going for w/ my shot, which at the last minute i decided not to enter because after asking different people what they thought proportion meant, i got very generic answers.

here is what i was going to submit. what do you guys think?

I'm going after some foundation grants to endow a non-denominational seminary (Nikon users are subject to Canon law, however).

I think you all have qualified for scholarships ...

Maybe you could decide if you like the picture ...?

Your hair-splitting technique is worthy of clerical scholarship at the highest levels ... I am making fun of how precisely everyone's trying to analyze exactly what "qualifies" as "meeting the challenge" instead of spending time looking at and deciding if they like the photos.

And you all profess to hate lawyers and regulatory agencies and ...

I thought it may have been sarcasm but I wasn't sure. Thanks for clearing that up. :-)
