Im unclear on wether or not you can stich together photos from the same scene to make a panorama and submitt it to an advanced editing challlenge. Clarification please?

No stitching in Advanced - each shot must be of the same scene. :)

Personally I think this is a dopey rule at least for advanced challenges, I can see it in the others but Panoramas and composites are a legitamate part of photography.

It's not an issue of whether it's "legitimate" or not, but of having an enforceable rule which can be understood by the entrants. There are many "legitimate" photographic techniques which fall outside of our rule set(s) -- that's just the way contests work sometimes.
