Are there web-based services that allow the photographer to upload photos for the client to view and purchase?

Smugmug i believe allows you to do that, i may be off, but I'm pretty sure, at least check it out.

I use photobiz. Their site is very user friendly and the service has been wonderful.

Photobiz costs too much. $100/month for only 1000 photos?

Photobiz offers these prices on their main webpage.

$15.00/month for 200 photos
$25.00/month for 600 photos
$45.00/month for 1,800 photos
$60.00/month for 3,600 photos
$80.00/month for 7,200 photos
$100.00/month for 12,000 photos

This is the same plan that I am currently on.

I am using smugmug and am totally happy with the way it operates. If you get a pro account it costs around $150 for unlimited photos. You can set your own prices, your customers can use credit cards, smugmug does the printing, and shipping with a 100% money back guarentee to your clients if they aren't happy with the photos. Their customer service is GREAT and if you are an html dummy like me they have awesome tutorials with alot of cut and paste codes. Plus forums where not only their staff will help you but other account holders. You can use your own domain name also (I got mine through godaddy for $10.00 a year). I have made over $200.00 in the 3 months I have been with them just from shooting high school sports. You can even sell digital downloads WITH the licencing agreement already on it. Not to mention you can set up to sell specialty items like t-shirts and mugs, canvas prints and much more. You can place photos in password protected folders for customers and set the time you have to proof orders before they ship. You can see my site here. Tons of them. Some charge for uploads, or what's online, or amonthly fee, and most charge a percentage of the sale.
For their fees some will collect the money and send you a check every so often - find out what the rules are on that though.
Some will print and ship, others don't at all, and some offer you the option.

I use instaproofs.com - the only fees are when a sale is made thru them. I get an email and I fulfill the order using my lab. I can upload a billion photos and it won't cost me dime. So no sales, no costs. I like this method best.

A friend uses Pictage and basically does no work once the photos are uploaded - but he has to upload edited, finished pics (i upload proofs and only edit what sells). He pays a monthly fee and a percentage of what sells, they handle printing and shipping but he pays more for prints than I do. He likes this way and I like my more hands-on method.
