if i were to sign up to a stock site like "shutterstock" and they use one of my pics can i still post that pic on websites like facebook, or on my personal website or here on DPC?

Yes, the photo is still yours and you can do whatever you like with it. Even put it for sale on more than one stock site.

Some sites require exclusivity, some offer it as an option, and many/most do not require it.

Most sites offering "Rights-Managed" images (Corbis, Getty, Alamy, PhotoShelter) will not allow you to post the same image at a "MicroStock" site like Shutterstock or Fotolia, and some will not accept you as a contributor if you have any images posted at such sites.

Sometimes a customer will require exclusivity as a condition of licensing the image, in which case you may not be able to use it any more, but should get paid a lot for it.
