During the spring and summer months I go out and take photos of the Kayakers with their permission, and would like to place them on the web for them to download. Before I have burned a CD and sent it to them. I have also placed them on my Web Shots account. I didn’t realize that they can't download without having the Web Shots software. I usually go on my lunch from work and take anywhere from 100 to 250 photos.

Where is a good place that won’t cost me to place these images so they can go and download the photos at full resolution that they want?

Flickr might work well for what you want. I believe that if you have a 'pro' account, you get unlimited storage (a 2Gb upload per month limit, I think). The little uploader app that they have mostly works well for uploading batches into sets, too.
