what exactly falls under spot editing?

specifically does dodging & burning?

yep, that's spot editing

Any time you make any selection: lasso, marquee, quick mask, layer mask, etc. If you make a change that affects anything other than the entire image, it's spot editing.

That doesn't mean you have to affect every pixel. For example, you can desaturate only the blues. But however you make that change, you have to apply it without first selecting some area.
