Hello-

Has anybody ever shot a model in a hotel lobby? I'm not taking about a wedding or corporate event associated with a hotel rental- I mean, taking a model into a beautiful lobby to shoot.

Whom do you talk to about permission? Does one expect to pay?

Thanks for any help

Talk to the hotel manager. It'll depend on the purpose of the images, duration of the shoot, and the level of the hotel if/what you'll expect to pay.

Agreed. Be specific, especially with intention of usage for the images.

Also, make sure you dress up to look like a photographer; black polo-neck sweater, black jeans, thick-rimmed glasses, little cigarettes, that sort of thing.

And half way through start acting like an artist and shout profanities at the hotel guests and staff cause they're ruining your shoot (just by walking behind you)

I'd consider the time of the shoot in your negotiations too. It'd be a lot less disruptive at 3AM, when most guests are asleep, than at 5PM, when most guests are arriving.
