i was considereing purchasing photoshop cs and i was wondering if anybody on here is using it and if so what are the advantages/disadvantages compared to 7.0? Thanks.

You might try searching the forums, there has been a very significant amout of discussion on this.
The genaeral conclusion is that it is worth the upgrade. Improved 16-bit support, RAW conversion support (tho 995 doesn't support RAW so not an immediate advantage for you), improved browser, many user interface improvements.
The one thing that bugs me is the changes in keystroke shortcuts, but it's not a biggie. Some have observed that CS runs somewhat slower on some hardware.

Which shortcuts ? The ones I normally use (curves, levels, zooms, brushes etc) all still work...

And, unless I'm VERY mistaken, you can rebind shortcuts however you want -- so set them back to what you're used to, or to what you'd always wished they were set at, or to play a practical joke on a colleague so he thinks his computer is screwed up or....

In re-reading my post, I should clarify my comment on shortcuts. I was referring to, for instance, typing +F followed by "a" for "save as", which has changed to +F followed by "v" in CS. If it is possible to customize these menu settings in CS, I am unaware of it.
I normally don't use the "normal" shortcut combinations, e.g. "save as" is ++S; I find these are nearly impossible to remember effectively unless you use an application 8 hours a day. Much more effective to remember logical menu choices and their keyboard equivalents.
I recognize that I may be in a minority here, and so my previous comment may not have much bearing on many users. I have seen posts, here and elsewhere, from other users noting these changes, so I am definitely not the only one who operates this way.

I've really liked CS so far. I started out with 5.5, moved to 6, then to 7, and now to CS. This version has impressed me the most of all of them during initial inspection.

I really like the file browser changes. I like some of the new photography stuff like the "Photo Filters" in Image Adjustments.

I haven't had much of a chance to play extensively with it yet but I like what I'm seeing so far.

I've gone back to using 7... I just haven't had the time to fix the little things that really make me dislike the new CS!

Under Edit there is keyboard shortcuts..can make whatever you want.
and what is logical about F and A? Wouldn't S and A be logical? (C:
and using on Mac...Command S is save, Shift/Command S is save as, and Shift/Option/Command S is Save to web. Seems a logical progression to me

I mostly like the fact that I can do almost all my editing in 16 bit mode which helps a lot. The RAW file browser support is cool too.

I have to admit my favourite feature is that you can move images 'off' the screen, so that you can bring the edge of an image to the center and work on it. Why this was never in any previous version used to drive me insane.

Scrubby sliders are pretty neat too, when you find them.
