I like the system for voting by rating 1-10. In the past, when rating photographs I have used such a system.
Here's how I rated the photographs from this voting:

Topic: 0, 1, 2, or 3 points depending on how well the image expressed the topic.

Composition: 0, 1, 2, or 3 points depending on the quality of composition

Technical: 0, 1, 2, or 3 points depending on technical quality

If the image scored high I can decide to add another point if I really liked it.

Using this system, I can vote fairly on each image.

Please define technical quality.

When I vote, technical quality of the image only plays a role when that aspect of the photo is the main point of interest. I have seen photos here and elsewhere that would probably be considered poor technical quality by most, but they are favorites of mine. There is much more to a photo than technical quality.

I posted about this at some point in the past... Photographers have a very hard time looking at photographs :)
