For my 21st birthday this year my mom said she would buy me a flash as long as it's around 250 dollars. Should I even consider anything else than the Canon 430EX Speedlite Flash? I have a Digital Rebel XT.

With this can I detach it from my camera and use infrared or something and still use it in conjunction with the camera so it's more versatile, or do I have to buy something else?

To use it wirelessly, you will need something to act as a master, as the 430 EX is a slave.

triggered by a 580EX, ST-E2 (wireless trigger), or MR-14EX (ring flash)

all those options are kinda expensive.

I've got the 430EX and it's wonderful. The only other thing I'd suggest is the 580EX, but of course that's more expensive.

You can use the 430EX as a slave, but you need a remote trigger like this, or a 580EX (which operates as a trigger as well as a flash).

I love my 430EX it works great! Besure to shop around for the best deal. Be extra careful with online retailers.

The 430EX is a good, versitile, flash. Go for it.

Canon isn't the only maker of flashes. Look into other companies. I own a Sigma and am though I've only just bought it, am very happy with it so far. The bonus with a different company like Sigma is that it's way cheaper to get an equivalent product. Find some reviews and comparisons and make up your own mind on if they're good enough for what you want to do.

compared to an onboard flash built into the camera, it will be great. Being able to bounce the fash makes all the difference.

go for the sigma super GD 500. Same price as the 430, but with more features than the 580.
