i've seen it used on many photographs on this site, however i know nothing at all about it.

can anyone give me a good description?

It's most commonly an action downloaded from atncentral.com.

It started out as a style created by Andrzej Dragan that lots of people wanted to mimic. Eventually people cobbled together a photoshop action called the Draganizer effect that simulated the style.

I was wondering the same thing and downloaded last night. This is the first shot I did with it and I was really happy witht the results. Pretty cool stuff. This is obviously done pretty heavily, I did a good bit of dodging and burning.

yeah, Joey Lawrence wrote a tutorial on grunge using it, and yeah, I guess you have to download it....

The "Draganizer" effect is a technique to emulate Andrzej Dragan's style in photography, which by the way, Joey does very well.

Here's my attempt with this tool:
