exactly what is meant by spot editing?

From my understanding tools, effects that don't effect the whole img. ie. parts thereof.
I think its all in the rules somewhere.

anything changes or edits to the picture that affect only a part of the picture. Some examples are cloning out or in elements or outlining just a part of the photo to desaturate or recolour. However, you can selectively desaturate all of one or more colour channels and that is ok since that desaturation will affect the whole of the shot.

Do you have a specific sort of question in mind?

When you edit just one spot on the photo, that's a spot edit. :-> Edits that affect the whole frame (like changing contrast, cropping the shape of the whole image, or applying a 'sharpen' effect to the whole thing) are not 'spot editing' for DPC's purposes.
