if there is dust and streaks on the focusing plane (where the dots are) is there a way to clean these off, and if there are dust and what nots on there would it effect focusing?

When you take your camera to be cleaned how detailed is there work?

The dust on the focusing screen won't affect focusing. If it's on the side away from the viewfinder, it can easliy be cleaned, but if it's on the other side, the screen must be removed. On the 1-series bodies, the screens are interchangeable, and are intended to be removable by the user, however on the Prosumer DSLRs they are "not user serviceable." I have no experience with having this area of the cam professionally cleaned.

thank you, I tried cleaning it with compressed air from an air compressor, and I it left streaks.

compressed air from air compressors tend to have tiny particles of oil in it, not good to spray on your cam.

Oops.
Yes, as Evan posted, most compressors will tend to expel droplets of lubricant in the air. Use a hand-operated blower bulb instead. Since you've got oil streaks, it's best to have it professionally cleaned at this point.
