I am using PS elements 2.0. Can anyone tell me how make the file size of my photo smaller? Do I need to make the photo dimensions smaller or is there another way? Also, what are the average dimensions for challenge submissions? Where can I find dimension sizes for previous challenge photos? Thanks in advance.

You can control the size of the file by the quality setting when you save the file, higher quality = larger file. Try the save for web as that seems to both give you the best control as well as make smaller files, it strips out things like the exif data.

Try to use the full 640 pixels that are allowed, smaller photos don't score as well as larger ones.

If you are using windows you can right click on a photo and go to properties to see what size it is.
