I did search in the forum and also in standard rules, there is no mention of applying layer style with border or something else in the style to an image is allowed or not. Any one?

Remember that the Standard Editing Rules are results-based, in other words they don't state which tools are legal or illegal, but rather what results are legal or illegal. So the answer is absolutely yes, you can use layer styles, as long as the results don't violate the rules.
