In your entry, I think having the figures either static (sitting) or walking across the frame works against the idea of motion (if any) wanting to be away from the camera into the vanishing point, as in the first outtake. For that one, I think maybe a tighter crop, getting rid of some of the cars, would accentuate the vertical lines and make the real subject area (center, lower half) more prominent.

My two options. My entry was from a second shoot because the first (waaaaay-too-artsy-for-DPL) was voted down by my team :)

One of my worst scores since I started in DPC 12 years ago, only 2 of my entries scored lower:

Probably because of dull colors, too busy, and a somewhat lame scenery. Comments welcome.
