It's been a while since I entered a minimal challenge, and editing rules have changed since. Under the old rule-set, I seem to remember that you could do one pass with the standard Sharpen tool and one resize. This isn't speciified in the rules, so my question is, what is the most effective legal method to sharpen and resize an entry?

I don't know what's "most effective", and I suppose it depends on the specific entry, but there's no longer a one-pass restriction on resizing and there never WAS one on sharpening... The one restriction is that you have to use a GLOBAL sharpening tool, not one that targets specific areas. So you can't use selections, you can't mask, and you can't use a sharpening tool tuned to specific image densities (highlights, midtones, shadows etc).

And you still can't crop. Which is why I very rarely enter minimal challenges.

Sometimes we can, we flag some Minimals to allow cropping.
