My personal advice: Don't bother.
If you want to anyway:
Select the entire image, and right-click with your mouse. There should be a menu item saying "stroke"... You can do that, and your image will have a border around it. The disadvantage of this is that it goes inward from your selection, effectively cropping out some of your image.
The other way to do this, is to select everything in your image, then choose "crop" from the image menu. This chops out anything that is outside your current picture frame. Then, go to picture - canvas size, and select a canvas size which is for example 2 pixels wider in both directions. That means that you get a 1 pixel border around your image. Or you could choose 4 pixels, getting a 2 pixel border, or 100 pixels, getting a 50 pixel border. You are getting the picture. Remember that this actually makes the size of your picture bigger, and because DPC pictures can be max 640, you should make sure that your image + your border stays less than 640. Also, never resize images after you add a border. It doesn't look good.
