In reading the rules for submission to the site I notice a bold text pointing out NO FILTERS. If I am reading this correctly, it is saying to me that the image cannot have a filter effect applied "post shot" using a software program such as PhotoPaint or PhotoShop. Am I correct in concluding that this does NOT refer to filters attatched to the camera during the taking of the picture? In other words, would it be permissible for me to use a Cokin (or any brand name)filter attatched to my camera to take a shot to be submitted to the site?

Yes, you can put anything in front of the lens before you shoot the picture.
