Currently I own a Canon PowerShot A40. I tend to crop my photos a lot, so perhaps something with a larger resolution. Some things I want this in camera would be shutter priority, aperture priority, manual focus, manual mode, automatic mode, white balance controls, selectable ISO, and focuses decent/well in low light.

Some bonuses which would be nice but not required are small size and the ability to accept addon lenses. Additionally I'm a college student on a budget so price is a major concern. Do you guys think there is anything in the sub $400 range out there for me?

Look at the Sony Cybershot DSC-S75 or DSC-S85. I have owned the S75 and it was a very nice camera. 3.3 Megapixels, white balance controls, automatic, priority, and manual modes. 3X optical zoom and accepts lens adapters. Check it out Sony DSC S75.

If I were you i'd keep the A40, stick my $400.00 in the bank and wait until I had a couple hundred more, buy a better camera. You already have a decent camera in the sub $400.00 range... The feature set you want costs a bit more.

You could go for the s30, but for add-on lenses you would need a 50$ adapter.

I'm disappointed: on Monday you congratulated me as a "fellow A40 user" and now you want to sell it?

Seriously:
I go with tbarnby's opinion. You are looking for something way above the $400 range. The switch from 2 MP to 3.3 MP will not help you a lot if cropping is what you want to do. The few pixels add in each direction will not help you. The other features you want are of course covered by some sub $400 cameras like the Canon S30, but probably you will not notice the expected tremendous difference compared to your A40.

I totally agree with tbarnby, save the $400 and get a good 4MP camera, since you already have a Canon, just wait and get a G3 when you can. You get twice the resolution and a lot more cropping space :)

I totally agree. Wait until you can get a PowerShot G2 or G3. (G3 is the better value... but it does cost more, and I dont know what your income is like)

I guess I will wait then to get a more serious camera. It's just sometimes I get frustrated having not real aperture control or not people able to focus in dark situations. But I guess every entry level camera has their quirks.

I wouldn't sell it. I still find the A40 convienient for some stuff. My brother owns a Sony S85 and using it over the holiday I realized just how limited the A40 can be in some situations.
