Bit confused
Am I allowed to use a slight Photoshop Elements 6 "Mosaic Filter" in "Advanced editing" over the whole image?

Sounds like it is adding something that isn't present in your original. If that is the case, no. |

I don't think it will be allowed.. you are creating a mosaic out of a single photo.
if you post an example, it would be more clear |

As far as I can tell, any of those artistic filters are off-limits. |

Not necessarily, but personally I'd avoid this particular filter ...

To me, the second clause renders the first irrelevant -- you can use a filter, but only if one can't tell it's been used ... :-(
