not enough voters for each challenge? here's something that MIGHT work (or backfire)
make it compulsory for a member to vote a certain % on the current voting-stage challenge before he can submit a photo into the Open challenges.

(runs and hide from the stones n pebbles thrown this way)

I don't have a problem with the number of voters. The past few challenges have had enough voters, IMO.
