I glanced over all the replys, and it looks like the easiest method for fixing tilted horizons has been left out.

Open your picture, go to "Filter" --> "Distort" --> "Lens Correction"

Next, click the "Straighten Tool" (second button down on the top-left of the screen that appears)

Starting from one corner of your horizon, draw a line across the actual horizon. When you release the mouse, it will be straight automatically.

I find this works easier with the grid off...it gets in the way
