Can someone give me some quick advice? Someone asked to buy one of my photos, but I have no idea what to charge them. I've never sold a photo before; what is the rule of thumb in pricing photos?

I've never actually went through with a sale but had requests.
A few criteria will determine the end price. Where and how the shot will be used. Will it be a full cover, inside a book, 1/2size, etc... does the person want exclusive rights for a set amount of time.

Knowing those things, there are a few stock photo pricing calculators (//photographersindex.com/stockprice.htm), you can point your client to that site and if you like ,mention you might be willing to go lower.

Also you can go to the Corbis site and put in the criteria to get pricing from a RM shot on their site.

What if it's not for "stock" use and they want to hang it on a wall? Does it then become "art", if it is "art" I guess the price would become negotiable or set by what I think its worth in terms of time and talent?

Exactly. You must consider your time, talent and material that it takes not only to produce the print, but the photo itself.
