The FSM Improvement stat is based on each users "DPC AVG Score Received" as listed on January 1st, 2008 by DPC in the users profile. Oh. I thought it was an '08 average thing. So basically that bonus favors those who have entered the least since regardless of skill level the more you enter the less impact you have on your overall average (good or bad). For example, regardless of how well GeneralE does in the FS (assuming he signed up) he isn't going to win that bonus because he's entered well over 200 challenges so his average isn't going to budge much no matter what he does.
