...I'm finally done working on it. It's currently hosted on one of my PCs over my DSL connection so it may be a little slow, but I tried to keep the design minimum.

What do you think of it? It runs with PHP for thumbnailing and stuff.

what is PHP or where do i find it and what does it do.

i have been trying to find a good program to organize thumbnails for websites.

PHP is a server side preprocessor. It means it's a program that runs on the server (where the pages are kept) and that generates the web pages on the fly.

What you do is you write PHP scripts instead of HTML pages. Those scripts then can perform complicated operations (like thumbnailing, reacting to user input) and generate HTML in the end. DPC uses PHP and so do many websites but you have to learn the scripting language first.
