I am looking to put some borders on some of my pictures in Photoshop. I have elements 4. I did this a couple years ago, but have forgot how to do it. Also, Is that a good way to have the pictures actually printed with the borders? Thanks for your help!!

go to image>canvas size. keep things relative and then add your border

Here is tutorial by Photographer John Shaw, it is the one I use, I made 2 actions from it - one black and one white. :) ( I also made action for my photo signature and copyright, etc. It makes it so much easier and quicker.)

John Shaw's Presentation Frame

Adjust the amounts to suit your needs. Good luck! :)

Another method that makes a different kinda frame is to mane a new layer (ctrl+shift+n), use the rectangualr marquee and select the entire frame. Right click, select 'stroke' and select a colour and width (maximum 250 pix, thats what i use), then use gaussian blur (radius of your choice) to fade the blacks seamlessly. Then flatten the image so you can it as a jpeg.

I find this works in the times when a clean, simple border just doesnt look right.

Failing that, get some brushes form somewhere and use them to create borders. There are some great ones available at Deviantart.com. If you search for photoshop brushes you'll be pleasantly suprised.

Is it OK to use a border that looks like a picture frame or should they just be an outline like 99.9% of the borders on DPC. What is the reaction of a border that looks like a picture frame if it suits the photo. Will people vote low due to it being tacky?

Of course, that was 3 years ago. Maybe times have changed, maybe DPC has a new mind set. Feel free to experiment. You could start a new trend! :-)
