I'll state up front, I think this signifies exactly nothing.
I just happened to notice this on my profile:
Avg Vote Cast: 5.5698
Avg Vote Received: 5.5686
Difference: 0.0012
Anybody else closer?

But for awhile my average vote given was around 5 so I think they are actually closer. My last two challenge average vote given for challenges were around 5.6 and 6.4 |

I like to think of it as signifying vaguely something.
There are too many variables as to why voters give a certain score to others photos.

Oh no, sorry I misled you. The 'let them think they are better' part referred and earlier comment - that average given out is higher then the one you currently have. That's how I deal with it anyway. But I'm the one sitting here with one year in and no ribbon. Hey, I do have an 'Honorable Mention' though! };>)
