Don't reduce the dimensions of the photo any more than 640. Instead, lower the quality of the jpeg until it fits into the size limit of 150kb.

If you're not prompted to select a quality level when you save the jpeg, use a different program to save the jpeg. Not all of them let you do that.

When you save your image as a JPEG/JPG, you should be presented with some kind of control that changes the quality or compression of the image. In Adobe products (Photoshop, Image Ready) this is a 1-12 scale. Start at about 10 (or your software's equivalent) and work down until the file size is below 150kb. If you still need help, let us know what software you are using and we can provide better instructions.

And make sure you've lowered the resolution to 72 or so when you're resizing. No need to have it saved at a high resolution for the web.

Isn't resolution only used for printing?

Actually, in Photoshop there's a much easier way. You can save for web and tell PS what filesize you want (150k), and let it do the guesswork.

"Isn't resolution only used for printing?"

Yep, ignore me. Went brain-dead there for a minute. It's been a long day. :)
